Many times people in general ask this question that we see devotees doing the same work as karmis, then what is the difference? There is a wide gulf of difference. Even though a devotee and a karmi may be appearing working on the same thing, there is a difference. A gross materialist who works day and night forgets that the body he has gotten is given by the material nature which is the external energy of Kṛṣṇa and subordinate to Him. She carriers out everything under the orders of Kṛṣṇa. Therefore, karmis are also indirectly under the control of Kṛṣṇa. Kṛṣṇa is Hrisikesa, which means the master of the senses. And because Kṛṣṇa is the master of all senses, all senses must be used into Kṛṣṇa's service. This is Kṛṣṇa Consciousness Movement, working for Kṛṣṇa, devotailing whole life for the mission of Kṛṣṇa consciousness. But because karmis have been misusing their senses for so long in order to gratify their senses, they have forgotten that they are also a part and parcel of Kṛṣṇa and Kṛṣṇa is the real doer. It is a saying that even a leaf doesn't move without Kṛṣṇa 's sanction, so everything that is carried out by material nature is well sanctioned by Kṛṣṇa. He is the master. Therefore, through the body which karmis work is also indirectly given by Kṛṣṇa and therefore whatever good credits they accumulate, is all carried out in actuality by the nature who is working under Kṛṣṇa. But these foolish people forgets that it's Kṛṣṇa only who gives us this gross and subtle bodies, and accumulate false ego of their doing everything independently and take all credits. Whereas, a devotee is situated in proper consciousness and well aware about Kṛṣṇa being the doer of every activity and is the master of all. Therefore, the only business that devotee has is to work for Kṛṣṇa and satisfy Him. A devotee of Kṛṣṇa knows that all intelligence comes from Him. Working of the body is made possible by Kṛṣṇa. And therefore he never misuse his senses and always engage them in serving the Lord.
